The health system in Gaza has been severely affected by ongoing hostilities, widespread infrastructure damage, and critical shortages of medical supplies and healthcare personnel. Many hospitals across the Gaza Strip have been damaged or forced to cease operations, leaving only a limited number of facilities able to provide emergency and trauma care.
During 2025, the situation further deteriorated as hostilities intensified and large segments of the population in Gaza Governorate were ordered to move south, resulting in repeated waves of displacement and placing additional pressure on the few remaining operational health facilities.
In this context, Al-Ahli Arab Hospital became one of the few functioning hospitals in Gaza City capable of providing emergency, surgical, and critical care services for communities across Gaza City and the northern governorates.
On 13 April 2025, a direct attack caused extensivedamage to the hospital’s Ambulance Unit building, destroying the emergency reception X-ray unit, emergency power station, secondary oxygen station, and solar power

system. Several other departments including the laboratory, pharmacy, ENT clinic, and emergency ICU were partially damaged, along with critical infrastructure such as sewage, electrical, and water systems.
Despite these challenges, the hospital has continued operating under extreme pressure, highlighting the urgent need to sustain and strengthen its operational capacity.
Project Objectives
The Overall Objective of this project is to strengthen the operational capacity of Al-Ahli Arab Hospital to deliver emergency, surgical, and critical care services to affected populations in Gaza City and northern Gaza.
Specific Objectives
- Sustain ICU and Operating Room services to provide emergency and trauma care
- Rehabilitate key hospital infrastructure damaged during the conflict
- Provide essential medical equipment and supplies to support hospital operations
- Deploy and support healthcare workers to maintain service delivery
- Strengthen specialized care through medical missions
- Expand emergency response capacity through additional rehabilitation of key hospital departments
Target Beneficiaries
The Primary Beneficiaries of this project are patients requiring emergency, surgical, and intensive care services at Al-Ahli Arab Hospital. This project also supports healthcare workers providing services at the hospital and families and communities across Gaza City and northern Gaza who rely on the hospital for essential healthcare services.
Key Activities
- Rehabilitation of Hospital Infrastructure

Rehabilitation works were carried out to restore damaged hospital facilities and improve operational capacity. The rehabilitation included repairs to the physiotherapy building, which expanded access to rehabilitation services for injured and post-surgical patients.
The rehabilitation works were completed in September 2025, and the restored facilities are now operational and serving affected communities.
- Deployment of Healthcare Workers
Human resources were central to keeping services running. The project supported both newly deployed health workers and existing hospital staff to maintain services during periods of extreme pressure.
- 73 healthcare workers deployed or incentivized since January 2025
- 55 workers deployed through a cash-for-work mechanism
- 18 existing hospital staff supported through incentives
These healthcare workers supported key hospital departments including intensive care, surgery, obstetrics and gynecology, physiotherapy, diagnostics, and emergency services. Collectively, the supported workforce contributed 16,982 working days of medical service delivery.
- Provision of Medical Equipment and Supplies
The project also supports the provision of essential medical equipment and supplies required for ICU and operating room services.
Despite significant access constraints, critical equipment was partially delivered during November–December 2025, including:
- 4 operating room transport beds
- 2 fully equipped ICU beds
- infusion pumps and a defibrillator
- orthopedic surgical instruments
Additional equipment, medications and medical supplies are currently in process and expected to further strengthen the hospital’s capacity to provide surgical and critical care services.
- Medical Missions
As part of the broader effort to strengthen specialized medical care, the project also includes planned medical missions aimed at supporting the hospital’s surgical and critical care services.

These missions will bring specialized healthcare professionals to work alongside local medical teams, address gaps in specialized care and contribute to strengthening the hospital’s clinical capacity during the ongoing crisis.
- Planned Rehabilitation of Additional Hospital Units
In response to damage sustained during the April 2025 attack and the continued pressure on emergency services, additional rehabilitation works are planned to restore key hospital departments and strengthen emergency response capacity.
Planned works include rehabilitation of Emergency Department, Pharmacy Unit, and Radiology (X-Ray) Unit. These interventions aim to ensure that the hospital can continue serving communities in Gaza City and northern Gaza.
